Copyright act for news paper articles

Dear Professionals, I would like to know whether articles appear on news paper have any copyright issues. Is it permissible to scan the news items and use it for personal matters? (Ex. Using on our personal blogs, Circulation purpose...) Yes we do circulate daily to our associates on various topics as media alerts. Since thse are downloadable from the net, presume there is no copyright issue. Newspaper content is copyrighted as much as the content published in
scholarly jourals.
Broadyly there are three types of content (excluding advertisement).
1. Articles from the Newspaper's correspondents -- Copyright is owned by
the Newspaper.
2. Newswire distributed content (wire services like PTI, UNI, Reuters, etc.
gather and distribute the content to newspapers). The wire services license
the content to newspapers under certain mutually agreed terms. The copyright
is held by wire servces but assigned to the newspaper.
3. Signed articles - The newspapers will have syndicated coloumnists who
contribute articles. They are like authors. They hold the copyright and
assign it to news paers.
Unrestricted access and free availability of the content on the web doesnot
mean that the content has no copyright. All content that is put on the web
is treated as published content and if it carries copyright mark, it is
deemed to be copyrighted.

Just want to add to the copyright debate- to be copyrighted- materials
need not necessarily have to be either published or carry the copyright
mark.
In other words,
1. Any 'expression of ideas' - the moment the idea gets fixed in a
medium is automatically copyrighted. Even a great idea articulated as a
note on the back of an envelop is automatically copyrighted.
2. The formal obtaining of copyright is not even necessary- except to
strengthen your case in case of a law suit.

Anything that is free and downloadable from the net, is not free of
copyright protection, UNLESS the website says so.
It is a good idea to request permission from a publisher before you
circulate alerts / include them in blogs etc.
Long ago, I was a librarian at a consumer health library. I included news
items in our website. I sent several mails to newspaper publishers
requesting permission, but did not get any response. I saved the emails,
incase we got into trouble. We also put up a statement on our website saying
that if a publisher objected, we would remove all the news items
I would advise all caution before you distribute / include these alerts
