Good morning, AS there are “SERVICE CHARGE’’ imposed by Gov. for the subscription E-Journals. There is confusion between Publishers and vendors on how to include them in invoice. Institutions that are waiting to subscribe the packages need to hold for weeks to get confirmation from vendors. Ø Actually why SERVICE CHARGE? Ø Is there any behind the curtain activities in the process? (The mandatory subscription required by AICTE is a sort of business as we have to renew the packages every year) Ø Is there any representation given to AICTE on mandatory subscription of the whole packages other than acquiring temporary stay by courts?. Ø Why the Publishers do not entertain negotiation if institution pay after some months weeks?. (We could purchase after conditional approval last year) It will be good, if experts have their comments or facts regarding the addressed issue.
