It does not clearly say that this is applicable to those already in service. Infact it should have been like that. It also is silent about it application for autonomous bodies fully or partially funded by Centarl Goverment. In CSIR we have a peculiar situation. We have various posts classified from Gr I to Gr IV. Highest is Gr IV usually meant for Scientists. Luckily MLIS has been recognised as an entry level qualification for Gr IV. As on today there could be only 4-5 LIS professionals in Gr IV working in library and information cetres of entire CSIR set up covering about 40 Labs. Most of the LIS advts concerned to LIS are placed in Gr III, with an entry level post JTA and required qualification I Class BLIS or MLIS with 55 %. Gr IV staff can enter at level with a scale of 8000-13500 or higher level lateral entry and can go up to Scientists F (Gr IV(6), 18400 -22400). For Gr III staff entry level is JTA (4500 - 7000) and can go upto Gr III(7) with the Scale of 14300 - 18300. Entry level qualification for GR II (3050 - 4590) is SSLC and they can go upto Gr II(5) (6500 -10500). Unfortunately there are number of LIS colleagues still working in Gr II even though they have MLIS, which is an entry level qualification for Gr IV if one has Ist Class or for Gr III if one has 55%. Even if we advertise the posts at higher level, the age problem crops up and we can't even call them for interview, unless the post is reserved and we dont get suitable candidates. This matter has been discussed and representations have been given, but there seem to be no solution in the near furture. Professionals in other Organisations may have similar problems. We need to discuss this issue at various forums including LISFORUMs, ILA, IASLIC, etc. The Professional bodies should write to various organisations, departments and concerned ministries atleast to implement the CPC Recommendations for all including those in service, but working at lower Scales.
