Asking quotation for books ,raising Purchase Order and then procuring the books means waste of time and doing un justice to the Supplier too. It would be a good option while calling for a particular book with all the suppliers asking the books with quote . The early supplier with a lowest quote should be appreciated and order should be given to him. This process works fine , and it is justifiable too. No suppliers will be deprived of while he could supply the same . All suppliers would be equally treated. GOC mentions as follows : Amendment to rules 99 and 116 of the General Financial rules, 1963 (Third edition) exclusion of books, publications and periodicals, etc. from the definition of "Stores". THE MINISTRY OF FINANCE VIDE THEIR O.M. NO. F.23(7). EII (A)/83 DATED 7.2.1984 MADE CHANGES IN THE GENERAL FINANCIAL RULES WHICH DISPENSE WITH THE NECESSITY OF CALLING FOR TENDERS OR QUOTATIONS IN RESPECT OF PURCHASE OF BOOKS, PERIODICALS, ETC. All though quotations are not necessary, some follow the practice. My personal view is : it consumes more time in procuring procedure and also it is unfair with suppliers. The first supplier who brings a particular book on approval, should be given the order. If you get quotations for the same , some other supplier who quotes better is given the order. This definitely affects the business relation.
