Sir,
According to your opinion, every library which is offering DDS service on payment basis will fall under this copyright law, then what is the right of library which is subscribing the particular resource and paying a huge amount for it?
There is no sense of making library networks if you do not have right to share your resource with the network libraries.
Copy rights and resource sharing are always contradictory we will have to find a way between.
Dr. Barman came with a brilliant idea and all the libraries at least try and assess the pros and cons of the idea then only we can make any conclusion.

Respected Froum / Group Members, It become a regular fact that people who made a document request did not receive the document. Day by day people stop sharing for the benefit of others. So, I come with a plan to help the people who are in need of a document and at the same time to strengthen the existing library associations just by sharing a document.
*Proposed Step by Step Process for LIS Links Document Delivery Service*

*1. Building Union Collection of Electronic Documents:* We are building union collection of database / e-journals / e-books that are accessible to individual librarians through their institutional subscription. It will only include the collection of those librarians who want to participate in the LIS Links Document Delivery Service. If you are interested kindly join this group (http://lislinks.com/group/document-delivery-service-dds), and include your collection in this form ( https://docs.google.com/forms/d/1BBczxocBBVd9ZgvtQLJotrQW7ye2Jif9UYmUEoRT_Hw... ).
*2. Ask for Your Document:* As a librarian if you or any one of your library member feel the need of any kind of document particularly e-book, e-journal, electronic article, that are not accessible from your own institute or you are not subscribed to it, then you can ask for the document here ( https://docs.google.com/forms/d/11sFcxwr8dqR0ptgsaJUYBJ37KwYkPaQkujfFNzLm4ZA... ).
? Now the moderator will consult the union collection of electronic documents, and send the request to only those who have the access to your requested document.
? The sender will send the document to the moderator and in turn moderator will send the document to the people who are in need of it.
? Those who will send the article will earn a single credit (for every kind of document a single credit), and the people who will receive it, will owe two credit for a single document.
? At the end of the year we will charged the people who owe a credit (one credit is equal to Rs. 50/-).
? Those who will earn the credit can use his/her credit to get a document or he/she can cash the credit and donate it to any national level library association of India (excluding the cost of cheque clearance fee / cost of demand draft and postal charge).
? Kindly note we are not making a profit and will also take necessary action so that others cannot make a profit out of it.
*Note:* I really dont know whether this plan will work or not, but I think we should try it. Kindly provide your constructive criticism on my plan or join me in a test.

Under the Copyright law you are free to share the some portion of the
resources for private research and educational purpose... means not
publicly sharing unless they are copyleft or have no restrictions...
I see that on LIS there are many requests and people are sharing... its
legitimate... and I see that there is no issues on this... as many of them
are on this LIS forum...
I dont see why there should be another service which charges and has
options for redemption etc..
Under OCLC or OPAC or a small information on the website of library would
know what resources are available and a wiki model type resource if someone
makes on google sites/docs it would be better...
Once can place a request to that particular library in their area and get
the resource or anyone can reply to the article request and people would
know if its attended or not...
These are my views...

You are quite right, and I am very much aware of this fact. However, we all
know that we cannot survive without crossing some boundary. LIS Forum
itself receive a huge number of request for DDS, and people are still
sharing by crossing the boundaries of copyright. I just want to make it a
more effective one. Lets hope for the best.

Thanks for coming up with this initiative.
May I make the following comments?
- The idea of one credit for giver and two credits for receiver seems to be
unfair. [Even for the noble cause like 'blood donation' the credit is same,
if I give one pint of blood, I am entitled to receive one pint in return]
Hence for ILL also credits should be same.
- The amount of Rs. 50/- seems to be too high, [especially since we are
dealing with e-documents only]. May I suggest Rs.20/- or Rs.25/-. [Taking
into account all aspects such as usage of computers, internet, electricity,
staff time]
- And in case of institutions interested in charging their users for ILL,
the moderator should provide an invoice for obtaining the payment.

have a clear idea about that, we would like to know whether DDS includes
full text articles available from various journal consortium e.g. JSTOR,
Emeraldinsight, ebsco, etc.. and other e-journals sources.

One can also contribute data online with a login
Sharing electronic documents with other libraries, unless these are in open
access, may violate Copy Right. But what about building union catalogue of
online resouces ? Does it need permission from the publishers or
aggregators ?
Also, non-members of a library ( visitors) may be allowed to use the
resources within the premises of a library if the agreement with the
service providers is signed accordingly.
