Friends: One of the key components of "Knowledge Management Capacity for Research Institutes and Networks" in East Africa or elsewhere is setting up of interoperable institutional archives (such as in CERN, Geneva, and the Indian Institute of Science, Bangalore), AND more importantly mandating open access for all publications resulting from publicly-funded research. Unlike parts of corporate information, research information leads to maximum benefit only when it is allowed to flow freely and is shared with other researchers worldwide. I suggest that GDN, WBI and ACBF include a session on open access and invite experts like Dr Leslie Chan of the University of Toronto, who is especially passionate about promoting OA in the developing world. I would also like to draw the attention of the workshop organisers and participants to a paper written by Leslie Chan, Barbara Kirsop and Subbiah Arunachalam for SciDev.Net on "OPEN ACCESS ARCHIVING: THE FAST TRACK TO BUILDING RESEARCH CAPACITY IN DEVELOPING COUNTRIES" and to another paper I coauthored with Peter Suber: "Open Access to Science in the Developing World" [http://www.earlham.edu/~peters/writing/wsis2.htm]. The Global Development Network (GDN) in cooperation with the World Bank Institute (WBI) and the Africa Capacity Building Foundation (ACBF) is organizing a workshop entitled "Knowledge Management Capacity for African Research Institutes and Networks: East Africa Workshop". We invite representatives of government, nonprofit, private and university-based African research institutes and networks to apply for participation in this workshop.
The workshop aims at strengthening the operations of East-African research institutes and networks by exposing them to knowledge management concepts, tools and approaches, and helping them to develop Action Plans to enhance their organizational capacity.
This workshop comes as a follow-up to the "Knowledge Sharing for Development: Africa Regional Program Workshop" that was held in Cairo in February 2005 (http://www.gdnet.org/middle.php?oid=619).
The upcoming East Africa workshop will be help in Kampala, Uganda from June 5th to 7th 2006. The deadline for submitting applications is on the 30th of April. Please find attached an application form for participation in the workshop as well as the full announcement for the call for participants.
