The matching words do not have to be consecutive, but they do have to be
meaningful words. So for example, words such as 'and', 'to' or 'by' are
classed as link words and would not count towards the 14 words, but those
14 meaningful words could be found in different places in the document -
for example 3 words on page 1, 3 words on page 2, and 8 words on page 3. In
the example given, yes, any matches of fewer than 14 words would be
excluded if this option was selected in the 'exclude small matches' filter.

Some of the people claims it is given in Turnitin which is actually to restrict by number of total matching words in any similar documents but not consecutive words.
Above is my practical knowledge which may be wrong so any other may suggest.
