Dear Dr. Poluru, Scholars interested in patenting their work can at least file a provisional application before submitting their thesis. They can file a more refined application (the complete specification) within 12 months from the date of filing of provisional application. Novelty will not be lost. Filing a provisional application is very simple and can be filed by the scholars themselves without incurring much cost. They may even chose to publish articles coming out of their thesis without losing the novelty of their idea once a prov appln has been filed. It must also be kept in mind that presentation of the work in seminar/conferences will also be novelty destroying if done before filing the application for patent, although there are few exceptions. As per this new regulation; "Following successful completion of evaluation process and announcements of the award of Mphil/Phd, the University shall submit a softcopy of MPhil/PhD thesis to UGC within period of 30 days for hosting the same in INFLIBNET, accessible to all Institutions/universities"

Hopefully we can see the Full-Text theses at http://indcat.inflibnet.ac.in/indcat/thesis.jsp very soon.

This is the right move from UGC, which will help in wide access to Indoan PhD literature, which will indirectly increase the quality of Research and avoid duplications in research.
