I have not read the policy yet, but I definitely agree to your points. I would add that the following details 1) Clearly list the objectives of libraries (as applicable in the modern age) - a centre that is well equipped, be a training and research zone as well 2) Professionally qualified staff managing the libraries will be regularly retrained to be able to handle varied print and electronic resources, aid in teaching research and are involved in the implementation of the curriculum in the institution Completely my views.
