Reply to Clarification on API Scores for the Direct Recruitment of Dy. Librarians

Dear Members, Greetings to you. This is in response to the mail posted by Ms. Dimple Patel regarding the API Score to be considered for the Direct Recruitment of Dy. Librarians at State, Central and Deemed Universities. I just thought of sharing some of my views about the API Scoring pattern proposed by UGC for the recruitment of Dy. Librarians. UGC has proposed following three categories for calculating the API Score: Category I: Procurement, organization, and delivery of knowledge and information through Library services Category II: Co-Curricular, Extension and Professional Development related activities Category III: Research and Academic contributions As per the information published in the Gazette of India (2010) , only the points scored under Category III will be considered for the purpose of Direct Recruitment of Dy. Librarians. The minimum API score required is 300 points. The interesting thing to note here is that the API score proposed for the Direct Recruitment of Associate Professor (Stage 4) is also same. When a person is appointed to the post of Dy. Librarian, he will be placed in the pay scale of 15600-39100 AGP 8000 whereas a person who is appointed to the post of Associate Professor will be placed in the pay scale of 37400- 67000 AGP 9000. The above information published in the Gazette of India indicates that the proposed minimum API Score of 300 points will be applicable only when the person is recruited to the post of Dy. Librarian at Stage 4 i.e in the pay scale of 37400- 67000 AGP 9000 and not for the post of Dy. Librarian at Stage 3 i.e 15600- 39100 AGP 8000. I personally feel that applying the appointment criteria meant for the post of Associate Professor (Stage 4) for the appointment of Dy. Librarian (Stage 3) is incorrect both legally and logically.
