University Grants Commission (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Education Institutions) Regulations, 2018

Dear Colleagues University Grants Commission (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Education Institutions) Regulations, 2018 has been notified in The Gazette of India in issue published on July 31, 2018. I was one of the Member of the UGC committee which has drafted these regulations. The draft was prepared under the chairmanship of Prof. V S Chauhan, Former UGC chairman. Other member includes Prof. R C Kuhad, VC,CUH, Director IIT Delhi, Prof. S. S. Chahal Former Vice Chancellor and DG ICMR etc. It indeed an honour as this is second time I have been associated with such UGC regulations. Initially in 2005-6, I was also associated in drafting regulations for electronic theses and dissertations. Shodhganga came into being as a result of these regulations. It took us two years in finalising plagiarism regulations as several drafts were discussed and revised on the basis of feedback from all stakeholders. India may be the first country to have such regulations. I met chairman of The Academic Integrity Association in USA in one of the conference. I ask for his opinion on initial draft. He appreciated it and he said wish we can have something similar in USA. But due to the difference in education system, it may not be possible to have such regulations in USA. These are the basic guiding principles and success of it depends on active involvement and cooperation of Higher Educational Institutions in avoiding plagiarism. Every HEIs have to prepare a draft policy based on these guidelines. Department level as well Institutional level Academic Integrity Panels have to be constituted. These regulations are having a very big role for libraries and library professionals. Clause 5 Awareness and training Program, Clause 6 Curbing Plagiarism, and clause 7 similarities checks are the areas where libraries can have very big role. Libraries should not miss this opportunities. Moreover Reference Management, citations and referencing are domain of libraries ; and librarians are trained in it. I organised the first National workshop on Plagiarism in JNU in 2012 and started organising plagiarism workshops. Now scenario has changed a lot everyday I see plagiarism awareness and training program organised in various academic and research libraries all over india. I receive at least 4-5 invite every month for talk from all over india, many of which I am not able to accept. It indicates interest and awareness in the field.So a beginning has been made. We need to strengthen it. In changing role of libraries and librarians , we can play an important role in enhancing research output, research data Management, and research assessment.
