Important communication about LIS-Forum Postings, replies and Approvals.

Please note some significant changes in the LIS-Forum operations.
Since the inception of the LIS-Forum service in 1994, the LIS-Forum server has been on the IISc domain (iisc.ernet.in) and has been using the IISc email relay host for email communication. Thanks to the support extended by IISc and your active participation in the service, by and large, the service has been successfully sustained for nearly 28 (twenty-eight) years now, of course, with some minor hiccups once in a while.
In the past, for various technical reasons, occasionally, the domain ernet.in has been blacklisted by DNS Blacklists. So, when a domain is on a blacklist, emails originating from such a domain are discarded by the ISPs. It is valid for of LIS-Forum emails as well. Consequently, approved LIS-Forum emails would not reach the subscriber's email inbox.
In the past, whenever the domain ernet.in was blacklisted, the IISc network support team would help to overcome the issue. However, during the last couple of years, the frequency of blacklisting increased to the extent that the network support team can no longer resolve the issue.
The blacklisting of IPs or domains happens for several reasons. In the case of LIS-Forum, it may be happening because of a large number of emails generated by LIS-Forum for every approved message and a burst of emails sent to specific domains like gmail.com or yahoo.com in very short intervals. Currently, there are close to 6,000 (six thousand) LIS-Forum subscriptions.
Given the general technical issues in the operation of LIS-Forum, some changes are being tried. The changes will have some bearing on LIS-Forum operations.
1. LIS-Forum is no longer using the IISc email relay host. It is instead using Microsoft 365 email relay host on the ncsinet.in domain.
2. All approved LIS-Forum messages will be from a user

It means only one post per day will be approved ? If 10000 delivery of
message per day is limit? Because of 6000 subscribers.

On Microsoft 365 email relay host, there is a per day (24 hours) limit of 10,000 (ten thousand) emails. The specific email originating user ( noreply@ncsinet.in) will be automatically blocked/deactivated if that limit is exceeded. It will take at least 24 hours to reactivate a blocked account. 4. LIS-Forum messages will be approved just once a day at around 10 a.m. on all working days. Messages received after 10 a.m. will be approved only the following day after 10 a.m. 5. Post messages only in plain text format. Postings with attachments will be automatically discarded without notification. 6. Members are encouraged to change their subscription to Digest mode. This will reduce the sent email count.
As far as LIS-Forum subscribers are concerned, you don't need to make any changes. One can continue to post messages to the same email id lis-forum@ncsi.iisc.ernet.in. However, while replying to a message, one needs to change the default 'To' address to lis-forum@ncsi.iisc.ernet.in.

There are two options for the LIS-Forum subscription. One is the non-digest mode, and the other is the digest mode. In the non-digest mode, subscribers will receive every approved message individually. In the digest option, subscribers will receive all the approved messages bunched as a digest.
Of the nearly 6K subscribers, 85% of subscribers have opted for the digest mode, and the rest are in the non-digest mode. So, theoretically, as of now, every day, four messages can be approved.
In the future, there will be a need to change all subscriptions to digest mode to reduce the outgoing email count.
