The University is funded by the University Grants Commission and the Government of Assam. Besides, various agencies of the Central and State Government provide various grants and assistance for Research and other Academic activities. The University is in its 63 years existence, and is the oldest, largest, and the most premier seat of higher education in the entire North Eastern Region of India. *About the Department of Library and Information Science* The Department was started with an evening course in the year 1966 with the University Librarian as Head of the Department leading to Bachelor of Library Science (BLibSc) degree and in the year 1979 Master of Library Science (MLibSc) course was introduced. In 1983, both BLibSc and MLibSc Course of one year duration was restructured as BLISc and MLISc course with drastic changesin the syllabus. In the year 1985 the course was restructured again and the syllabus was redesigned. Since 1987 the PhD programme has been introduced. From the academic session 2001-2002 two year integrated course leading to MLISc has been introduced. Since 2010 PhD mandatory course has been started in compliance with UGC guidelines. *About the Seminar* The Seminar will provide an arena for Library & Information Professionals in general and professionals of N.E Region in particular to discuss. The core concepts pertinent to modernization of public libraries and its effective use by common people. Eminent experts in the relevant field will participate and exchange their views and recommend suitable policy to be undertaken by the concerned authorities. *Call for papers* Contributors should submit camera ready papers on A4 size paper using MS-Word in Times Roman on any of the following of the sub themes or any other themes relevant to the main theme of the seminar. *Last date for submission of abstract is 15th October 2011 and last date of submission of full paper is 30th October 2011*. Papers presented in the seminar will be published as a *post seminar volume* and each author will get a copy of the same.
