GeM: Online portal for Govt Procurement

Recently we had One day Workshop of on GeM at the Central University of Himachal Pradesh. GeM is a short form of one stop Government e-Market Place hosted by DGS&D where common user goods and services can be procured. GeM is a dynamic, self-sustaining and user-friendly portal for making procurement by Government officers. Based on recommendations of Group of Secretaries made to Hon’ble Prime Minister, the Government has created a one stop Government e-marketplace (GeM) to facilitate online procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM aims to enhance transparency, efficiency, and speed in public procurement. It provides the tools of e-bidding, reverse e-auction and demand aggregation to facilitate the government users achieve the best value for their money. The purchases through GeM by Government users have been authorized and made mandatory by Ministry of Finance by adding a new Rule No. 149 in the General Financial Rules, 2017. Books procurement through GeM: As per my discussions with one of the key person of the GeM, Books Vendors and Publishers also can register themselves as Vendors. Currently, no Book Vendors or Publishers have registered in the GeM. We have been informing and suggesting all the vendors including Books vendors to register in the GeM, as we may procure books only through GeM in future. GeM eliminates human interface in vendor registration, order placement, and payment processing, to a great extent. Being an open platform, GeM offers no entry barriers to bonafide suppliers who wish to do business with the Government.
