Dear Professionals, Thats really a very good suggestion, I think the reports and proceedings can be archived on a common open platform, LDL (Librarians' Digital Library) hosted at https://drtc.isibang.ac.in/ can be useful in this regard. And my personal view is that the contributor should get a complementary copy of the Seminar Proceedings or atleast reprint of the paper, in case he/she is not able to attend the seminar for some reason. Would it not be more beneficial if the reports/proceedings etc of these could be made available for all? Or, at least, the organizers could give out details of where to procure this kind of information from...! Just a thought......
