Dear Sri Prakash, City Central Library, Hyderabad developed its OPAC containing around 3.6 lac titles (including branches) long ago. They used TLMS package. It has mutilingual support except for Urudu. For Urudu they have used English transliteration. While OPAC is available for public use in the library premises, circulation module is for library staff only. Circulation involves bar coded membership cards and bar coded labels for books. Branches are yet to be linked up, though the branch library data is with central library ints OPAC. Internet has been made available in City Central Library for a very long time (3-4 years?). Dr Rama Reddy of UOHYD was the adivisor/consultant for the automation project. Moreover the same library takes part in the famous Million Books Project of Carnegy Mellon University -- Several Thousand books have been digitised and amde available for public using good sophisticated digital scanning set up. Bangalore too has some public libraries fully automated. If you talk of non-State funded public libraries British Library Automation is the Best by all standards.
