Free access to scholarly journals in public libraries

In a welcome initiative called Access to Research, public libraries in the UK (in 80 % of the local authorities) started providing free access to scholarly journals to whoever visits the libraries. Indian public libraries should negotiate with journal publishers and bring such a service to the Indian public. Those who doubted the need to make journals accessible to anyone other than researchers will be surprised by the British experience.
