Inclusion of E-Books in Library Accession Register

Dear Friends, I need few clarifications on E-book Collection in the library. Our institute is offering PG and UG courses approved by AICTE. As per AICTE norms, 25% of the total number of titles and volumes each can be in the form of e- books. In this scenario, (1) should we write the details of the E-Books that are purchased in to the Accession Register? (2) If so, whether the same accession register that is used for print books is to used? (3) If yes, we have to input the details of those e-books in the Library Software also, which would be visible to the user / patron in the OPAC which may prompt for document loan request.... (4) How are those E-books disseminated to the users? That is, whether it is downloaded and maintained in the local server or on request from user, whether it is partially given to the users in pen-drive, E-mail attachment, etc. (5) Finally, when we show the statistics to AICTE or similar authorities, can we include the no. of E-books also into the Books category? I am sure, few of my colleagues those who are working in Engineering Colleges will have similar doubts, as they are likely to be in similar situation. Friends who are having e-book collection and using it extensively and senior professionals who are evaluating for AICTE or NBA may be able to help me.
