The person concerned (at least when I contacted a couple of years before is Ms Manju Bagla) is a professional, and I must say a cooperative, librarian). The procedure is simple: The author/publisher/organization publishing the monograph requires to write a letter to the agency on their letter-head along with a photocopy of title page of the book/monograph under print/publication with a request to provide ISBN for the same.
