Friends: I saw a reference to this paper on an Indian open access repository in agriculture: K. Veeranjaneyulu, (2014) "KrishiKosh: an institutional repository of National Agricultural Research System in India", Library Management, Vol. 35 Iss: 4/5, pp.345 - 354. But this article itself is published in a toll access journal. One has to pay $32 + VAT to obtain a copy from Emerald. Hope authors from ICAR will publish their papers - at least the ones dealing with open access - in OA journals. The author could have considered publishing this paper in *Ariadne* or *First Monday*.
