Dear Professionals, New open-source software, OpenEMIS (Evaluation Version 1.0), has just been launched by UNESCO's Division of Educational Policies and Strategies. Source codes are available for all those who want to adapt this tool to their respective contexts. Its purpose is to facilitate the setting up of national information systems adapted to the needs of the users at central, regional and local levels. Once adapted to the national context, the application built with OpenEMIS allows: to improve data collection, processing, analysis and publication of information; to create easy-to-use interfaces for data entry and storage; to facilitate access to and manipulation of data for the three prototypes of data users: application programmers, database administrators and end-users; to shape the sharing of information in a multi-user environment; and to exchange information with other systems, such as file management systems, spreadsheets, end-user interfaces. OpenEMIS is composed of two modules: EMIS Builder and EMIS User. The first module allows database administrators to adapt the generic tool to the particular characteristics of a national education system, to parameter and customize the elements of the information system and to create the data input forms. The second allows the actual data inputs and queries, and the production of reports, charts and indicators.
