I test ran two open-source stacks that manages taxonomies - Opentheso and Skosmos. Both platforms support multilingual, hierarchical vocabularies and can manage multiple vocabularies (or concept schemes) within a single deployment. Opentheso was first released in 2006 and has been maintained by the WST (Web Sémantique & Thésauri) team at the Maison de l'Orient et de la Méditerranée (MOM/CNRS). It has an admin console, along with the REST API. Opentheso uses Java and Postgres and released under a GPL-alike license. Opentheso also integrates with systems like Koha, WordPress, Nuxeo and others through REST APIs and plugins. Like Opentheso, Skosmos is built around the W3C SKOS (Simple Knowledge Organization System) standard. Skosmos does not store taxonomy data itself, instead it reads RDF vocabularies from an RDF triplestore. Skosmos is maintained by Kansalliskirjasto - The National Library of Finland. FAO AGROVOC is one of the flagship deployments of Skosmos. For bringing standards-based taxonomies to ODK/CAPIBuilder, both platforms are technically suitable. If the primary requirement is publishing stable taxonomies with relatively infrequent updates, Skosmos offers a simpler operational model. If collaborative taxonomy authoring and governance are required, Opentheso is the stronger choice. Organizations can access Opentheso through web to manage their taxonomies.
