Yes, people do need a good "study" environment to concentrate whether there is AC or No-AC. This I found out this about two decades ago during my short ad-hoc tenure at Panjab University Library, Chandigarh. There was ( I hope it is still there ) big "reading hall" seperated from the main enterance to the library. There people could bring their own books to read. As there were no library books at all in the hall therefore no security checking for books was there. I know that hall was heavy in demand from people preparing for competitive exams. The Library Staff use to have tough time in keeping non-members [ ex-students ] out of that hall.
