Dear professionals, I too agree with Dr. Tadasad's opinion. First one need to verify what is written the rule book of specific university. If the rule is very clear, no one can question. But they can seek clarification if there is ambiguity in the rule. This is rule side of the mail. Other /ethical side: if A & B departments form different disciplines, the authors cannot join unless the paper covers both the disciplines. If the second/third/4th author added to the original author's paper just to fulfil some regulatory norms, then it is unethical. The joint authored papers should have significant contributions from all the associated authors. Else, it becomes moral ethical issue. So let us not keep arguing yes/no /may be. Our personal opinions will not help to change the existing University regulatory framework. Lastly, name of university is not required. Because it is issue & rule based query. As far as mandatory research publications in the form of article as part of Ph D program, the Ph D candidate and the Guide or Co-Guide or solely responsible for intellectual content. Further the awarded Ph D thesis can be published in the name of the Research Candidate only. You have not mentioned in which university this is being considered as academic misconduct? Whether that University has defined "What Academic Research Misconduct" means. If this act falls within the scope of the definition then no one can question it.
