Dr Dhaka is presently Director, MEA Library, Govt. of India. He has competed his Master degree in Pol. Sc from JNU, Delhi. BLIS, MLIS and Ph.D from Delhi University. Prof SP Singh was his Ph.D Supervisor. He is student of Prof KN Gupta, Mangla, Sardana and Krishna Kumar. He has served Rajdhani college (DU) approximately 18 years. He has guided many M. Phil and Ph.D students.
