I do not look at it that way. When the annual budget of BMC is 12866
crores, spending 1.5 crores on procuring vital information necessary
for its functioning is not a big sum. If any public library is given
that challenge to provide the service how many will take it up? How
many will qualify? How many will deliver? Are they geared up? Do they
see an opportunity in govt as a customer for SDI/CAS services? BMC is
not offering SDI service. They are consuming that service. Hope I am
clear.

It is surprising how giving an SDI service becomes BMC's mandate. Perfect example of how a gov body can misuse tax payers money without any return.

It seems that BMC gives a yearly contract of Rs. 1.5 crores to read and cut and file articles from newspapers.
