Funding agencies around the world are mandating open access to research funded by them. Even in India Minister of Science and Technology Mr Kapil Sibal has announced that the Wellcome-DBT Fellows must necessarily make thir research publications open access. [By the way, the Wellcome Trust wouldn't part with a penny, if this condition is not accepted.] One is at a loss to know what holds us from making it mandatory for all research publications resulting from government-supported research, and not just those written by the Wellcome-DBT Fellows, to be made open access.
What is holding us back?
