To start with, you may send an e-mail complaint to Monster.com eliciting your objections to the offending TV advertisement. The complaints may be sent to ceo@monsterindia.com
I have already lodged a protest with Monster.com, the copy of which is appended below for your reference purpose only:

Monster.com's recent advertisement in television portraying librarian as a boaring profession is a negative and bad publicity to the profession.
We must protest against it and request the agency whosoever to stop broadcasting such ads.
