SCOAP3 is an effort to facilitate Open Access publishing building on the long Open Access tradition of the field of High Energy Physics and its track-record in international co-operation, epitomized by the LHC accelerator at CERN. SCOAP3 has three objectives: • Convert the peer-reviewed literature of an entire field to Open Access; • Stimulate competition in scientific publishing by linking quality and price; • Enable considerable medium- and long-term savings in scholarly communication The example of SCOAP3 could be rapidly followed by other fields, directly related to High Energy Physics, and its success can offer a potential model for other fields as well. The guiding principle of SCOAP3 is to re-direct subscription funds to directly pay for the peer-review and other editorial services, making articles free to read for everyone in any possible repository. SCOAP3 has so far collected commitments for over a half of its projected budget envelope [http://scoap3.org/fundraising.html], from a dozen countries in Europe, North America and the Middle East[http://www.scoap3.org/whoisscoap3.html]. In order to make the initiative a success, a broad worldwide consensus is now needed, and Indian and Asian libraries have a unique, pivotal, role to play.
