We have recently received renewal invoices for few online databases (JSTOR, EBSCO Products) and found that 18% has been levied as GST. This has seriously resulted in huge increase library spending. I wonder whether there was any appeal has been made to the Govt in this regard to exempt or reduce GST for libraries. libraries are always at the receiving end on budget/fund crunches. On top this GST on library subscriptions are matters of concern for those institutions run on donations from well wishers like ours and for those do not receive any government funding for libraries.
Therefore my appeal to this august forum to voice out the concerns through various means to let the government hear our genuine concerns. Senior library professionals who can be influential and or make corporate appeal in this regard. I really do not know how many libraries have affected on implementation of GST on library ODIAR.

Previous year libraries have paid 15% tax on OIDAR (*Online Information and Data Access or Retrieval Services). *Now due to implementation of GST these services fall under 18% Tax slab as per my understanding and their are lot of other complexities if some one is directly procuring these services from outside India publishers etc due to GST registration. Therefore i would suggest to go thorough the below links and made your library provisions/budget accordingly in order to make the procurement process easy without any delay. Please let me know if i have made any mistake in understanding.
