Dear Sir, At the outset on behalf of LIS fraternity, I would like to thank for all your continuous efforts to taking up the LIS issues to the concerned for remedy. In this context, I would like to submit the following issues for your kind perusal. 1. Some universities have not creted the post of University Librarian even though it is a mandatory post as per UGC norms. They are mentioning the post in the Act of the University but actually they are not creating the post. They just post a Professor (who is not a library science qualified) as the University Librarian which is a very serious lapse. For example, the following universities have not created the post of 'University Librarian'. 1. Tamil Nadu Veterinary and Animal Sciences University, Chennai (The University was established in 1989. even after 20 years the university has not created the post of University Librarian so far) 2. Venkateswara Veterinary University, Tirupathi (Estt. in 2005) 3. West Bengal University of Veterinary and Animal Sciences, Kolkata 4. Guru Angad Dev Veterinary and Animal Sciences University Punjab This is only a sample list. If you investigate this matter, it will go large. This has to be brought to the notice of MHRD and UGC and strict instructions should be issued to such universities to immediately create the post of University Librarian for granting accreditation / approval by the UGC. 2. The qualifications for the post of University Librarian was made on par with Professors in the new UGC order. But, again the qualificiations were revised in the recent orders by extending a minimum of 18 years service. Further, Ph.D. has not been made as compulsory. If the Librarian needs to be treated on par with Professor, Ph.D. should be mandatory. Further, while a teacher after putting 10 years of service can compete for Professor post under direct recruitment. But, for the Asst Librarian / Deputy Librarian, it is 18 years. This is a major injustice to the LIS fraternity. So, it has to be made again as 10 years service with Ph.D. 3. CA is denied for DLs to become Librarian and it is made that the Librarian post should be open recruited. This again denies the CA benefits to the LIS fraternity. CA should be extended to DLs also so that they can get opportunities. I request you to kindly consider the above 3 issues and make suitable representation to the UGC / MHRD.
