The scholars / teachers / librarians / educationists should propose to
appropriate ministry to set up a commission like that of the kind of
European Commission.
India has everything to gain from OA movement as most of the time we
"import" scholarly literature paying huge foreign exchange. As OA
spreads over the globe, India stands to gain. At the same time, let us
not be "Net Downloader". To "impact" and influence the research
worldwide - we need to "Upload" too.
Moreover, most often our best public funded research is published
outside India. Which we have to buy back for India with public money.
We need to take care of this too. It may not be wise to restrain
scholar from publishing in journals of their choice. The best way out
is to ask them to self-archive their public funded research results in
OA repositories like the kind of http://openmed.nic.in .
Let us start "Belling the Cat".

The European Commission has just released a report that talks about guaranteeing open access to all publicly-funded research. We in India should adopt a much more progressive step and mandate instant open access for all publicly funde research, meaning thatpapers should be made available via open access the same day as they are published. We have already lost much time. We cannot afford to lose any more time.
