[LIS-Forum] NMEICT open licensing policy

Friends: NMEICT is, according to me, HRD Ministry's flagship project. NPTEL is a very well-run programme under NMEICT. NPTEL has made hundreds of high quality courses in engineering and sciences available for free through Youtube and DVDs. They have come up with an open licensing policy for all open educational resources as part of NMEICT. Now friends at the Centre for Internet & Society have offered their comments on the policy.
