Dear Professional Colleagues,
UGC appointed a Cadre Review Committee to streamline the designations to bring in uniformity in the Central Universities and Deemed Universities.
Myself and Dr. S.S. Murthy former Director, DESIDOC were members alongwith Additional Secretary, UGC, a Memeber from DOPT, and also from MHRD, Government of India..
Some of the Committees recommendations briefly include the following:
1 .To treat the Information Scientists on par with Asst. Librarians for promotion to the Deputy Librarians and merging it as Asst.. Librarian eventually with LIS qualifications with specialization of IT.
2. Merging the designation of Documentation Officer with that of Asst. Librarians.
3. A uniform structure was suggested with merging (grouping) many different designations:
Librarian, Dy.. Librarian, Asst. Librarian, Professional Asst, Library Asst, Library Attendent.
4. Asst. Librarian level will have specializations for recruitment and promotion to head the sections.
5. Different qualifications with length of experience in the lower grade for open recruitment and internal promotion with percentage of posts.
6. CAS on par with faculty
7. Recommended for new designations and revised pay scales (below the Asst. Librarian) for consideration etc.
8. Another recommendation was mobility of professionals between practicing Librarians and Teachers in the LIS departments (Asst. Librarians and above). This automatically brings in uniformity of pay scales and promotion policies etc. The years of experience gained by working in the library or teaching in the department will be treated as equal.
The matter is pending in UGC for longtime. The ILA may takeup the issue with UGC to get it cleared.
This report was discussed among the Librarians of Central Universities at a one day meeting at University of Hyderabad. The report was also presented by me using ppt. at the meeting of the Vice-Chancellors of Central Universities presided over by the Chairman, UGC again at the University of Hyderabad. All this happened in the year 2004 for implementation.
