As the central theme is on poverty alleviation ( social aspect, strategies,
problems,etc.) and NOT on NGOs (i.e what they are, case studies, management
thereof etc.), i would prefer the said book to be classified under Poverty.
One need to ask a question: which principal group of readers will be interested
in this book based on the central theme? In our case, is the book covering NGOs
exhaustively enough to be the claimant for the main class or is it the poverty
that gets discussed all the time ?
The DDC has the principle of classifying under the respective discipline and
not under subject. Hence the povery alleviation will come under the discipline
of social sector/welfare
(362.5) and welfare facilities will get under (362.583). This is as per DDC 20.

Dear All: Here's a book title: Poverty alleviation strategies of NGOs.
Should we classify this book under "poverty alleviation" or under "NGOs"?
Do we have any guidelines in DDC similar to Dr Ranganathan's
wall-picture, cow-calf, etc. principles which we use in CC? Please note
this issue pertains not just facet sequence, but in which class should we
classify a book. Any help on the above would be appreciated.
