We are planning to start a journal of the college. may i request to my senior professional collegues, who have this experience/knowledge, kindly let us know the process and formalities required in starting/registring the same particularly getting the ISSN No. process. etc.
 
We have downloaded the forms available from Registrar, Newspapers of India's site and working on those guidelines.
