We have now many open source softwares in vogue (Greenstone, EPrints and DSpace etc.) in addition to the WinISIS/GENISIS applications. Greenstone, DSpace and EPrints are later additions to cutting edge DL solutions. Each of these software bring along with them excellent feature sets and sometimes unique facilities to the user community. And they all have worldwide acceptance too. Greenstone (http://greenstone.org) is a general purpose digital library software, an initiative from the New Zealand digital library project, and the Dept. of Computer Science at the University of Waikato New Zealand. You can get most of the support for Greenstone from the above site as well as the South Asia Support site at http://greenstonesupport.iimk.ac.in. DSpace (http://www.dspace.org) is a collaborative effort of the MIT and the HP Labs, and EPrints (http://www.eprints.org) comes from the University of Southampton, UK. Both these are also digital library software applications with more focus on building open access Institutional Repositories. So, to answer your question as to which is the best software for a University Library, I will say all are, and the same time, depending on your objectives, requirements, applications, specifications etc. just to mention a few. You will be the best judge, or a team of professionals involving the librarians as well as IT professionals in your University could look at these softwares and then zero in on to one. I would also encourage you to read the article 'StoneD' appeared in DLib Magazine September 2005 (http://www.dlib.org), authored by the Chief Architects of both Greenstone and DSpace.
