Dear Mr. Umeshreddy,
An out of print book/ material may still
be protected by copyright. But copying of out of print material for use
in the research, classroom and on library reserve is more likely to be
considered fair use.
There is no such clause under Indian
Copyright law but Section 108 of US Copyright Law (108. Limitations on
exclusive rights: Reproduction by libraries and archives) provides you
this facility. Pls refer below link:

It is also good practice to get written
permission from Copyright holder to use Copyrighted Materials.

Dear professional friends,
I just have one question that I wanted to ask you. If a book is really
out of print and no longer published, is an institution legally allowed
to borrow the book from somewhere and make a copy? Is it violation
of copyright to photocopy them in case they are out of print?
