Service providers such as Portico and LOCKSS (Lots of Copies Keep Stuff Safe) take responsibility of providing access to back issues of journals in case of any triggered event. Triggered events : 1.Cessation of a publishers operations 2.Discontinuation of a title by a publisher *3.Back issues no longer offered by a publisher 4. Catastrophic and sustained failure of a publishers delivery platform Item no.2 & 3 also mean take over and merger or titles not offered by a publisher. However, one should have membership for these services. Journals do change hands - from one publisher to another. In such cases who will be responsible for the preservation of the content without any discontinuity?

Now NISO (USA) and UKSG have come up with the Transfer Code of Practice.

The Transfer Code of Practice is available on the NISO website from the Transfer Standing Committee’s webpage: www.niso.org/workrooms/transfer/. The ETAS alerting service continues to be available at: http://etas.jusp.mimas.ac.uk/.
