For the kind information of Mr.Anil Singh, the memorandum has been prepareed in the light of terms of reference of UGC-PRC which covers only AL onward positions. The pay scale of other library professionals  do not fall under the perview of  above PRC.

After going through memorandum to be submitted to the PRC committee which is available on the IALA website, it is found that there is no promotional avenue for the staff below the rank of Assistant Librarian i.e., Information Scientist, Professional Assistant, Semi- Professional Assistant, and Library Attendants in the university libraries. It is very unfortunate to say that all the Library Associations in India whether it may be ILA, IASLIC, IATLIS, IALA or any other are only interested in the up-gradation of Librarians, Dy. In the NKC recommendations, it is clearly mentioned that the Professional Assistants are the backbone of University and College Library. But in reality what is the condition of backbone in the Libraries. It is critical and severe. There is no any promotional avenue like CAS or time bound promotion as compared to AL, DL, and Librarians. In university and college libraries, number of Information Scientist, Professional Assistant, Semi- Professional Assistant, and Library Attendants are stagnating without any career advancement schemes, which causes frustration and demoralization among the professionals.

 

Development of any Library depends on the team work. No single librarian can provide the library services alone. Hence it is also the responsibility of our senior colleagues that if they are suggesting any promotional avenues for the senior staff, they should also incorporate the demands of their subordinates.

 

I also agree with the opinion of Dr. P.V.Konnur, President, IALA towards the dictatorship attitudes of the people who are holding the treads of the Associations. And as a result by such types of attitudes, several associations are being formed. If such type of step behavior and attitudes continues than the day will definitely come when another library associations will be formed for the development of above mentioned library professionals.

 

Hence, it is a request to the President IALA to also incorporate all other library professionals which comes under the jurisdiction of Academic Library System & UGC in their proposal.
