Sir,Kindly post the mail on the forum Disparity with the college librarians Please refer to the “UGCRegulations on minimum qualifications for appointment of teachers and otheracademic staff in universities and colleges and measures for the maintenance ofstandards in Higher Education 2010” dated 30 June 2010 notified in the Gazetteof India, September 18, 2010 [Part III-Sec. 4), there is a difference betweenthe minimum API score required for category–III i.e. Research and Academic Contribution for the promotion of collegeteachers/DPE and the College Librarian under Career Advancement Scheme. Thedetails are as under: 1. Thecontents of the category –III and their weight-age i.e. API Score are common tothe college teachers, Librarian and the Director Physical Education (DPE) whereas the minimum Weightage Points (WP)norms of the API for the Librarian are higher than the teachers and DPE.(Appendix- III, Table-VIII (b), page no. 7970 of the UGCRegulations, 2010) (copy attached). The above table shows that the APIscore required for the category-III (Research and Academic Contribution)forYearly basis/Annual is same for all the cadres and for all the stages (stage 1to 2 =5/Year, stage 2 to 3 =10/Year and for stage 3 to 4 =15/Year). But the Assessment Period Score requiredfor College Librarian for all the stages is double than the other cadres i.e.college teachers and DPE (for College Librarian for stage 1 to 2 =40, stage 2to 3 =100 and for stage 3 to 4 =90 whereas for the teachers/DPE for stage 1 to2 =20, stage 2 to 3 =50 and for stage 3 to 4 =45) (Table – II (b) and tableV (b) of the notification). 3. Thereshould be equal score for all the cadres (teachers/DPE and College Librarian)for the category-III as the contents of the category are common to all and alsothe Yearly score for this category is same for all the cadres. Besides theabove the API scores for the category –I and II is also equal for all thecollege cadres. 4. Theabove difference/disparity in the API Score may be due to typographical error buttill date no clarification from the UGC has been given in this regard.
