I do not know rules and regulations governing banned books. If public sale and open promotion are only prohibited, any one knowing about a banned book from official banned book notifications should be in a position to obtain a copy directly from the publisher. Conducting an event, exhibition, to access banned books in the name of freedom of choice to read will only beat the intent of banning books.
