[LIS-Forum] rules for article submission

Dear professionals, Is it essential for central government employees (librarians in particular) to go through proper channel while submitting an article to a journal/conference? Is it included in code of conduts for Central Govt Employees? In case of not informing higher authority, can the authority take any disciplinary action?
