Librarians Can Also Undertake MRP Under UGC XII Plan (?) Dear friends, There is a huge uproar over barring (?) the Librarians from undertaking UGC's MRP. But is it really true? Is it really the right interpretation of the UGC XII Plan Guidelines related to MRPs?? (refer to the following URLs) My discussion with some (non-LIS) experts connected with education system revealed altogether a different story. They interpret the said UGC guidelines in a positive way. They mean that the in-service Librarians can also undertake UGC's MRP. So the moot point is: have we misinterpreted the guidelines/circular? or the guidelines are leading to misinterpretation? or are the Librarians really barred from undertaking UGC's MRP?. So the positive interpretation is (as per the experts' interpretation): In-service Librarians are eligible for MRP under UGC XII Plan but not post retirement. Whereas Library Science teachers, Principals, and Vice-Chancellors are eligible even after retirement for availing the MRP. Justification for the positive interpretation (as per the experts' interpretation): 1. The initial paragraph of the circular (page 2) states that any teacher of university and college (with 2 (F) & 12 (B) of UGC Act, 1956) can apply. So the Librarians should be considered here. 2. After stating the rule for retired teachers (Major RP, page 3), the very next paragraph states, "Only the teaching faculty of Library Science,Physical Education, Principals and VCs will also be eligible to participate in the scheme". So this should be considered in the context of the preceding paragraph discussing about the retired professionals. So what is your say on this?? Let us discuss.
