It is a great feeling to know that Prof. D. Shivalingaiah, Registrar of Tumkur University, has been appointed as the Vice-Chancellor of Karnataka State Open University (KSOU), Mysore. He has assumed charge on Friday, 11th March 2016.
Prof. D. Shivalingaiah has held many academic and administrative positions at Mangalore and Tumkur Universities before being appointed as the VC of KSOU. A simple, unassuming, honest, and down to earth person, Prof. Shivalingaiah may be the youngest VC of KSOU. Incidentally, he was also a student of Prof. V.G. Talwar, former VC of Mysore University, another stalwart in the profession. This may the first time that both the Guide and his Researcher in the LIS Profession have risen to the position of importance in the University System.
After obtaining Master's Degree in Library and information Science from Bangalore University in 1985, Prof. Shivalingaiah worked briefly at the NIMHANS, and later joined the Mangalore University as a Documentation Officer In 1987. His other teaching and administrative positions include the following:
He was appointed as a Reader, in the Department of Library and Information Science Mangalore University in the year 1995 and in the year 2003, he was appointed as the Professor of Library and Information Science at the Mangalore University and he also served as the Chairman of the Department during Jan 2006 to Dec 2007. His honesty, integrity and able administrative capabilities got him several other positions of importance such as the Deputy Registrar ( on Deputation) 1996 to 2005; Special Officer 2005, Registrar Evaluation at Mangalore University. He was appointed Registrar of Tumkur University in November 2009 and held that position till he became the VC of KSOU. He has also held the positions of Acting VC, Dean faculty of Science & Technology, and Honorary Professorship at the Tumkur University.
Though Prof. Shivalingaiah has many achievements to his credit, few important ones include:
Implementation of Gnanasangama, Smart Key - ICT initiatives of Higher Education, Dept., Govt. Karnataka
Creation of good ICT facilities by setting up high-end servers such as web server, mail server, antivirus server, digital library server, University management software server and online journal server.
Tumkur University was the first University to implement UGC Ph.D. Regulations (minimum standards and procedures for the award of Ph.D. Degree) in 2009
Instrumental in getting recognition to the University Under Section 12(b) of the UGC Act, 1956
Initiation of 73 skill development programmes under Modular Employability Skills Programme of Directorate General of Employment and Training (DGET), Govt. of India.
Successfully installed CCTV Cameras in the University Campus for security measures and effective management of Administration
The Action taken to implement SAKALA and Transparency Affiliation process has been recognized and appreciated by the Govt. vide letter No.ED 94 Praka 2014 dated 29th March, 2014. Other Universities in the State have been informed to adopt Tumkur University Model.
As a very modest person, Prof. Shivalinagiah is loved and respected by one and all for his personality and achievements. I am sure that under his able leadership, the KSOU will raise to greater heights in its achievements and bring in a positive change in quality of education and research.
