The eminent historian of India Romila Thapar has explained the improvements of library facilities in Indian schools and She also mentioned
I read Prof. Thaper's article in The Hindu too. Unfortunately, she has not drawn attention to the great advantages of open access archiving. Also she says that IISc library is very good; may be it is good in comparison with other Indian libraries. If you compare it with Harvard or MIT it will not be even half as good! If scientists and schoalrs adopt open access archiving, then the whole world will be on a level playing field. Best wishes.
