Open/distance education has opened the avenues for the people those who are denied opportunities by conventional system. Hence it is very sad decision by U.G.C.barring open universities to conduct the research programmes. In fact research programmes are self study course and hence there is no need to bring them in regular stream. Even in conventional system the people doing research work(Ph.D.) are mostly involved with the self study process with their supervisor. It is nothing but the open /Distance education. Present age is the web based and everything is becoming open throughout the world and same is the case with open education .The world is promoting open education through the open universitie. and here in india we are barring the open universities. Instead of doing this please rectify the faulty systems to avoid the monopoly of conventional education where doing Ph.D. is a deram for the common people.
