The DOI service is geared more towards the commercial publishers. Users of DOI need to pay for each DOI generated, besides annual fees starting at USD 275 per year (https://www.crossref.org/fees/). The Handle system is available on a fixed fee of USD 50 per year irrespective of the number of documents. Software like DSpace and EPrints can use both DOI or Handles. For non-commercial digital libraries, like academic institutions, the Handle system is preferred. Both systems use the same underlying technology platform. I have come across a few preprint records where the record is a copy of record hosted in an original preprint server and the DOI in the copied server is referencing to the original server's URL. Should digital libraries need to refer to only original URI?
