Good morning to all. I am expecting your valuable suggestions, information, documents and advise on the following matters.
I am working in the central library of NERIST as Assistant Librarian. NERIST was established in the year 1984 as an engineering Institute to pursue modular courses in engineering, initially under NEC, MHRD, Govt. of India. At that period scale of for the post of Assistant librarian was Rs.1640-2900 in the 4th pay commission. In 5th pay commission the scale of pay was fixed at Rs.5500 – 9000. In 6th pay commission the scale of pay was fixed at Rs.11000. and in the pay band tow. Previously the Institute was under AICTE and for the pay scale under Govt. of India pay structure, rules and regulation for all teaching and non teaching members. The post of Assistant Librarian is treated as non-teaching non-vacational staff by the institute. In the year 2005 the institute was declared Deemed University. Accordingly pay scale of faculties is given as per UGC pay scale structure. But for the post of assistant librarian it is not consider.
As per UGC and AICTE the Post of Assistant librarian is categorized under teaching staff and the pay structure is under the Pay Band of Rs.15600-39100 with AGP of Rs.8000 initially, which was in the pay scale Grade: Rs. 8000-13500 of 5th pay commission.
Here my question is:
When the institute becomes accredited as Deemed University under UGC, the post of Assistant Librarian should have been upgraded from the previous scale of pay and grade pay to present UGC pay structure.
