Dear Colleagues, A post at Rs.10000 GP is a very high position and it appears that the Governments are unable to maintain the burden of hefty salaries that are due with the pay commission recommendations. The computerization of many activities reduce manpower requirements as well as skills and therefore reduction in the number of staff as well as positions in libraries is unavoidable. This is obvious. Even if a librarian is in the shoe of the head of organization, (s)he would take such a decision. A need for a position in library with high pay package also needs understanding and belief of the head of the organization that a person in such a position is needed because this investment will return the organization qualitatively - much more than today's libraries offer (a general comment). While access to the literature has become easy with web support, organization of internal information is something that today's librarians and library schools should focus on and expand the scope of activities of a librarian in an organization. Following might be the library related activities that are looked forward from a person with high pay package: 1. Coordination of activities that create a confidence among the users of library by delivering any needed information by the library within least possible time (24 hours?). 2. Find solutions to manage library with least staff thus increasing the returns on investment thereby reduce the pressure on the head of the organization. 3. Plan with the offered financial resources the best that the users would benefit most. 4. Earn funds from external agencies by way of sponsored/grant-in-aid projects and deliver results in recorded time span. Set-off at least some routine activities from such funds (e.g. contract staff salaries). 5. Continuously liaison with the users and funders and create an environment in an organization that a librarian with high pay is useful and needed in future too. Non-library related activities that deal with internal information: 1. Organize and maintain databases of internal information. 2. Publicize organization's achievements using various channels such as web, media relations. 3. Take lead role in various surveys that rank organizations (and collect data routinely and keep it up-to-date to fulfil this task). 4. Public Information Officer for attending RTI Queries. 5. Maintain relations with other officers of an organization who are the key points for providing needed data. It is not a single institution where such services will be provided but as professionals it is the responsibility of every one of us to be 'useful' to the organization and create a goodwill that the librarians (in high pay) are needed everywhere. I have practised much of this while I was in the full-time job and earned a respect (and pay) to the profession (self). This is an excellent question and i believe some leaders will come forward to answer properly. However i am not in a position to justify because as per present scenario if a library work can be done by the professionals having GP/AGP 4200/4600/4800/5400/6000/8000 than why to waste 10000 AGP on another fellow this may be the view of policy makers !
I also expect some good answers with proper justifications because IIT Bombay has already created 7600 GP post (Chief library officer) in lieu of 10000 AGP as per my knowledge and many institutes may face the same in near future. What our immediate parents have done same we are getting in return this may be one case i think !
